It is running a consultation to implement a Public Space Protection Order

Riding bicycles and ‘large groups’ of people loitering could soon become a criminal offence under council plans.

Bexley council has reportedly received complaints from members of the public and local traders at Bexleyheath town centre regarding behaviour in the area.

Now the council is considering a Public Space Protection Order, which can lead to members of the public aged 10 and above being fined.

Loitering in large groups and ‘behaving in a manner which causes, or is likely to cause, harassment, alarm or distress to another person’ could all be banned under the proposed order, as could cycling or using a skateboard, roller blades, hoverboards or any similar device in pedestrianised areas.

“Failure to comply with the PSPO without a reasonable reason for doing so is a breach of the order and a criminal offence. Significant and/or persistent breaches of the order could lead to a fixed penalty notice being issued or a summons to court.” A council spokesperson explained.

Those in breach could have to pay a £100 fine.

The council added: “Although fixed penalty notices cannot be issued to any child under the age of 10, council staff will take action to try to avert the risk that any young people who do so gain a criminal record without fully understanding the potential of their actions.”

A consultation on the proposal started on Monday, and will last until October 23.
