A Congress of Leaders was due to be held between London Councils, the body representing 33 local authorities, and the Mayor of London's Office, yesterday in central London.

Mayor Boris Johnson hoped that the meeting would establish a City Charter to deal with the recession, transport improvement, crime and pollution.

Former Bexley council leader Ian Clement, now deputy mayor for government and external relations, is spearheading the initiative.
